Outlook 2003 NOT sending using defualt account

Here is our situation.

We have internal e-mail setup using Exchange 2003 on a Windows 2003
Server. We receive external e-mail via a pop3 account at our webhost.
The users who are experiencing this problem are using Outlook 2003,
SP1.

Whenever we receive an e-mail (for a client, for instance) and want to
forward it to a co-worker, it always sends using the pop3 server,
unless we manually change the account being used in the "Accounts" drop
down box.

The exchange account is set as the default account.

Is this an issue related to the problems I have seen mentioned with
Outlook 2003, SP1?

OL2002/2003 will always try to reply using the account at which the original
message was received. This is generally a Very Good Thing, esp. if you have
multiple mailboxes in your OL profile.

My question is, why are you using this configuration? Why not have all
Internet mail handled by the Exchange server? This is far more efficient in
every aspect...also faster, more secure, and will allow users to use OWA,
etc.

See http://www.msexchange.org/tutorials/MF002.html for help/info on hosting
your own mail directly. You can do this even with a dynamic IP, etc..lots of
ways. If you're using SBS, you'll need to use one of the wizards to
configure this properly.

This setup has worked for us for a while and we are planning on keeping
it this way for the immediate future.

Is there a way to prevent OL02/03 from sending using the account the
message was received on (aside from changing the Account selection
manually in the toolbar)?
