outlook 2003 not sending html

i can't send html emails with outlook 2003.
have tried with and without word as editor,
set compose as HTML in "Mail Format" and still
no joy. every message goes through as plain text.
i can forward a html email with no dramas.

is this an outlook setting or should i be
looking somewhere else?
 
Where are you sending to? Are you composing in HTML succesfully. Make sure
the recipient is able to receive HTML messages. Send for instance to a
Hotmail account.
