outlook 2003 not responding when exiting

what should i do with my outlook 2003, it hangs or it says not responding..
and a baloon appears below and says cancel exchange server request but am not connected with exchange server.
 
Are you on an exchange server? If you are it is simply stating the server
is down. If you are using a pop 3 account, then remove the exchange server
account that is configured.
