Outlook 2003 hyperlinks open IE but go to my homepage instead of U

Outlook 2003 SP3

Some links that are sent to me open Internet Explorer, but instead of going
to the URL that I clicked on, I end up at my IE homepage. Please advise.
 
Same Configuration same Problem. I think a FileType connection is
broken...but which...

Can Someone HELP US!
