How do I get email hyperlinks to open IE browser and go to site?

I recently upgraded to Outlook 2003. When I get an email message with a
hyperlink and click on it I get IE browser to come up to my homepage only.
Once the browser is open I have to click on the hyperlink again in order to
go to the site. I used to be able to just click on the link once and it
would open the browser and go to the site. How do I configure Outlook to do
this?
