outlook 2003 failed to start correctly

I cannot start outlook 2003.

Error message:
Microsoft Outlook has encountered a problem and needs to close.

Send error report or Dont send

If you choose dont send you get a loop back to the same error message.
If you choose to send error report you get the following:

Outlook failed to start correctly last time. Strating outlook in safe mode
will help you correct or isolate a start up problem in order to successfully
start the program. Some functionality may be disabled in this mode.

I have tried safe mode and still cannot connect. I am running out of ideas
any help?
