Outlook 2003 or 2007

When I open Outlook I get the error
"Outlook failed to start correctly last time. Starting Outlook in safe mode
will help you correct or isolate a startup problem in order to successfully
start the program. Some functionality may be disabled in this mode.
Do you want to start Outlook in safe mode? "

Safe mode does not resolve the error and it just continues to loop with the
same error.
I have removed 2003 and deleted all registry entire under
software/Microsoft/office under HKLM and HKCU. I have reinstalled Outlook
2003 but get the same error. I removed Outlook 2003 and installed Outlook
2007 and again the same error.

I assume some program is conflicting or there is a registry entry somewhere
with an addin or something that is causing the fault. Can anyone suggest
anything?

Did you also create a new mail profile?

No I didn't change mail profile.
I have now entered Control Panel/Mail and found the Outlook Profile and my
original mail account still there however when I enter Mail I get an error
in a window headed

WMS Idle: rundll32.exe - Application error
The exception unknown software exception (0x0eedfade) occurred in the
application at location 0x7c812a56

when I click OK I get an error Runtime error 217 at 02DCAF4A

I have removed the email account and the outlook profile and now I get the
ability to set up a new account. I can only assume the outlook profile was
corrupted.
