Outlook 2003 error message.....can not open the program

When I try to open Outlook 2003, I receive the following
error message:

Personal Address Book Logon

Your personal address book could not be opened. The file
is either not accessible or is not a personal address
book. Choose retry to use your personal address book, or
choose cancel to not use your personal ddress book with
this application.

Retry has nor response.
Cancel closes the program.

Go to Control Panel-> Mail-> button E-mail Accounts...-> option View or
Modify existing Address Books-> remove the Personal Address Book service.

There is no Personal Address Book service at that
location. The only e-mail account I have is
mail.comcast.net This is my POP/SMTP (Default).

at the e-mail accounts screen:

Deliver e-mails to the following location:

the drop-down menu is blank, and has no options. I also
get the same error message there as I receive when I try
to open Outlook 2003.
