Outlook 2003 Downloading Pictures

I've tried to figure out how to have pictures automatically downloaded into
the reading pain.

Including

For all HTML messages
1.. On the Tools menu, click Options, and then click the Security tab.
2.. Under Download Pictures, click Change Automatic Download Settings.
3.. Clear the Don't download pictures or other content automatically in
HTML e-mail check box.
4.. Click OK twice.
This is not working, is there something else that may be blocking them.
When I click the icons they open.

It is annoying when a friend sends an email with photos imbedded in the
message and they don't open where they are suppose to.

Apparently they're NOT embedded in the message, but attached. Outlook does
not display attached pictures in the Reading Pane the way Outlook Express
does.
