When viewing a received email message in Outlook 2003 that is encoded with
UTF-8, Outlook incorrectly displays some characters that are outside the
Windows-1252 character set.
Example message:
MIME-Version: 1.0
Content-Type: text/plain; charset=utf-8
Content-Transfer-Encoding: quoted-printable
Here is an n with tilde: =C3=B1
And here is a pi: =CF=80
When opening the message in Outlook, the n with tilde is displayed
correctly, but the pi is displayed as a "p". By manually changing the
encoding using the View menu from the initial "Unicode (UTF-8)" to some other
encoding, such as "Western European (Windows)", and then back to UTF-8, the
characters in the message are then displayed correctly.
Outlook Express displays the message correctly from the start without having
to twiddle the encoding.
This appears to be a bug in Outlook 2003.
