Outlook 2003 does not connect with hotmail account

For several months outlook 2003 under windows XP sp2 has been complaing
while trying to get hotmail account email into inbox:

Please enter your user name and password for the following server

Entering correct user name and password did not usually help, so I needed to
go to hotmail account directly through msn messenger or web.

Usually this message disappeared by itself in several hours, but for the
last 3 days outlook 2003 could not connect with hotmail account all the
time.

I have tried to enter user name and password, to recreate corresponding html
post outlook 2003 account for hotmail account and nothing helped.

Please advice how to overcome this issue. Thanks

I have this for one of my accounts as well. I believe this has to do with
Hotmail maintenance. A restart of Outlook will succesfully reconnect for
me.

Hotmail is doing some updating and making changes this week. If you have used
Outlook with free Hotmail before and MSN has told you you can continue, wait
a day or two and try again. Could just be a temporary glitch. New users
cannot use Outlook or OE to access Hotmail unless they upgrade to the Plus
