I've been able to create and publish a new message form in the public folders under 'cm' (I'm the owner). However, when I try to test the form by clicking File / New /Choose Form... / CM I get the following error "The form you selected could not be displayed. The object could not be found.". I've deleted the forms cache thru the ui and manually without any success.
