Outlook 2003 Deployment w/ CEM enabled and a different OST locatio

I am wanting to deploy Outlook 2003 with Cached Exchange Mode enabled and the
OST to be created in a directory c:\OutlookFiles\%username%.

Outlook will not automatically setup the mailbox, as expected, nor will it
allow the above directory be created.

I get the error "The specified path is not valid"

I know that this was possible in older versions of Outlook. What has
changed? What am I doing wrong?

My Outlook 2003 deployment package will work with Cached exchange mode
turned off.

Using the Custom Installation wizard

Step # 18, click the 'More settings " button. You can specify the path
there.

I have done that, however, The users profile will not create the folder thus
it will not create the OST
