Outlook 2003 deleting messages from server but not delivering them

I just started using Outlook 2003 and am experiencing several issues that MS
Support (naturally) claims to be the responsibility of my POP server or the
ISP. Since I host my own mail server using ADSL, there is no ISP. The
application is called Vpop3 and I've been using it for years with no
problems, such as described below.

Support refused to provide me with ANY evidence to substantiate their
assertion and simply said, "we have internal technotes" and "I checked with
senior techs...they all say the problems your having are because of a
protocol issue with your mail server". when I asked which protocols, they
wouldn't/couldn't say, but simply passed the buck to Advanced Network
Support.

Here's what's happening:

1. Messages on the server are being removed but never show up in Outlook.
This is confirmed by automatically copy-forwarding all received messages at
the server from the primary mailbox to a secondary "holding" mailbox. When I
use a webclient to view the forwarded-copied messages in Holding and compare
them to Primary, there are discrepancies.

2. Some email with attachments are getting "stuck" in Outbox and sent
multiple times. Those messages never complete nor appear in Sent Items and
must be deleted from Outbox. The recipient received multiple copies of the
message.

3. Some messages are received numerous times over and over and do not get
automatically removed from the mail server. In some cases, a message sent to
me once can be received 20 times and it must manually be deleted from the
mailbox.

Any insight into these issues would be much appreciate.

Is anyone else having similar issues with Outlook 2003 or perhaps even with
Vpop3?

1. Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479, it works
for Outlook 2003 as well) and post the OPMLog.log file after you experience
this problem? I suspect that there's something in the protocol interaction
with your server that is causing this, and the logs will help track that
down.

2. There have been a number of reports of this - we're investigating.

3. I suspect that your server is generating identical UIDs ("unique
identifiers") for two different messages. When a server does this, there is
simply no good way for a client like Outlook to handle the situation - you
have to chose between downloading messages multiiple times or not showing
some of the messages. We chose to have Outlook download multiple copies in
this case, figuring that it was more important to show all messages than to
limit the number of copies downloaded. The logs for (1) should show the
problem here as well, if it occurs while you're logging.

Thank you for your reply.

I enabled Mail Logging a couple weeks ago, but have never been able to find
the corresponding .LOG file, OPMLOG or otherwise.

I'll try disabling it and re-enabling it again and see if that works.

I forgot mention regarding #3, I confirmed with the author of VPOP3 that,
with regards to UID, he does not use spaces, but rather, "it actually uses
numbers sequentially, so the first message in a system will have UID 1, then
the next will have UID 2, and so on."

Oh, it's *that* server. Somebody here in the Outlook group got me a log
when he was having the problem you're seeing, and he had something on the
order of 20 different messages that all had a UID of "UID1". I think we'll
find that this is a server bug...

Oh, that's not good news!

I've got the OPMLOG file, but it's 664K and I can't post binary attachments
here. Any suggestions?

It's actually not a binary, it's just really big ;-). Rather than posting
it, open it in the text editor of your choice and search for "UIDL" in it.
That will be Outlook issuing the request to the server to return the UIDs of
the messages on the server. Check to see whether the UIDs of all the
messages are actually different - my guess, based on past experience, is
that you'll see lots of "UID1" entries. If all the UIDs in response to a
request are not different, it's a server bug.

It's only 23k, I snipped out a part where I KNEW the file was not
downloaded, but removed from the server. The server reply was specifically
about this group not permitting attachments.

Anyhow, here's the snippet from the file. I looked for "UIDL" as you
suggested, but I'm not sure what number represent the actual UID. Is it the
second line following UIDL that reads: "<rx> 1 0"?

Hmmm. I don't see an Outlook problem there, but neither do I see the server
problem I expected. Is this log from a time in which you were getting
multiple downloads? The RETR in what you posted indicates Outlook
downloading a message, and there's only one RETR in the log, so the message
should only have been downloaded once. On the other hand, the server does
not seem to delete the message when we tell it to. The sequence

is Outlook seeing that there's a message on the server, telling the server
to delete message #1, and the server saying that it has done so (the
deletion doesn't occur until the server processes the QUIT command).
However, the next time you check the server, the message is still there:

So part of your problem may be that the server does not properly process the
DELE command.

So is there a solution to this? We're experiencing the same problem.

Our exchange server (completely new install yesterday) was working fine this morning but this afternoon we stopped receiving any incoming e-mails from our ISP.. The only difference is that we created and populated a large Journal folder into the Public folders.

We know exchange is checking the ISP mail because I check the ISP mail from a different outlook client with the option of leaving the message on the server.

Since exchange is downloading the e-mail but not distributing it, is it saved? If it's saved, can we force a distribution? Where's our e-mail?

And where is our log file located? I tried doing a search from explorer but receive an error for any type of search.

Is Exchange supposed to receive the ISP mail, or is Outlook supposed to
download it into the Exchange store? If Exchange is supposed to be
receiving it, you'll need to look into this on the Exchange server, not in
Outlook.
