Outlook 2003 can't create a data file (.pst)

I uninstalled Outlook 2007 and reinstalled Outlook 2003 but now cannot
create a new data file. The dialog box is empty so you can't choose and
click OK like normal.

Is there any reg setting I should look for or maybe just repair the
install ?
