I just setup a new PC for a friend who has Outlook 2003 over a shared T-1
connection. Everything went fine, browsing is fine and email sends and
receives ok, except she cannot SEND email's to web-based mail services like
yahoo.com. They all get kicked-back immediately as not deliverable. All
regular (say private ISP based) addresses work fine. What am I not getting?

There is no reason from Outlook's point of view. Check with
her ISP.

Make sure your friend is properly authenticating to the outgoing server.
It's on the Outgoing Server tab of the account properties pages
(Tools>E-mail Accounts>Next. Select the account. Click Change>More
Settings>Outgoing Server).
