must hit send / receive to send

I just created a new Outlook 2003 profile as well as a new email account
pointing to our Exchange server. I receive email just fine but have to hit
send / receive everytime I send out a new email. I've checked in Options,
Mail Setup , and confirmed that there is a checkmark in "Send immediately
when connected". What else could be the problem?
