Outlook 2003 and Operation Failed

I am helping a neighbour with her brand new Dell with Windows XP Home and a
picture management program from Google called Picasa.

She wants to email from Picasa into Outlook 2003. She clicks on the Email
button and it creates an email in Outlook is created, but only the first
time. From then on when she clicks on the Email button she gets an
"Operation Failed" error.

If she reboots her computer it will work for the first time again and then
back to the "Operation Failed".

From looking at the messages here I tried deleting her Outlook profile and
creating a new one but it did not make a difference.

I tried the Detect and Repair option in Outlook and that did not work
either.

I know these two programs should work together because my wife has XP and
Picasa as well and she can email without any problems (except she is using
Outlook 2000, not 2003)

Does anybody have any ideas what else I can try?

If she can send email normally without going thru Picasa, I'd look to Picasa
for a solution.
