Outlook 2002 sp3 using a hosts file

I have created a hosts file to limit internet access. The
entries for the web sites work great, but I can only
access my exchange account using Outlook 2002 the first
time that I try after booting my computer. If I close it
and try to open it back up again it tells me that my
Microsoft Exchange server is unavailable. I have an entry
in my host file for my domain and all of my exchange
servers.
Anyone know what the problem could be?
