Outlook Outlook 2002 does not perform automatic initial send/receive

Greetings,
It has been a while since I knew everything about OL. I searched the forums. This is a new clean install.

Outlook 2002 (Office XP) does not perform the initial automatic send/receive when I open it. I have tried turning this feature off and applying it and then turning it back on.

I have searched the web and this site but not able to find this issue thus far. It will do the standard F9 forced s/r.

Any help would be greatly appreciated
