Outlook 2000: "Unable to open your default e-mail folder"

Running Exchange 5.5 and Outlook 2000 on the client side. UserA has a
primary Corporate MS Exchange Server account and also opens another
mailbox for UserB on the same Server (set in the Advanced tab of the
Exchange Server Settings.) The primary account A is configured to
have Send on Behalf rights for the second mailbox. The second mailbox
for UserB has also been configured on another computer and all
folders' permissions (inbox, calendar, etc...) have been set to Owner
level for the primary user. UserA also has Outlook set so that it
prompts for a user at startup, and there is a second account setup for
UserB with Logon Network Security set to "none" so that she is
prompted to supply the username, domain and password to access the
account.

Up until about a week and a half ago (around 5-17-04ish) UserA could
open UserB's folder in Outlook while logged in as herself with no
problems. She could also Exit and Logoff from Outlook, reopen outlook
(while locally logged on as herself to the network) and open UserB's
email account, supply the username, domain and password and access the
account normally. Now she can't. She can't open the folder when
she's logged into Outlook as herself, nor can she open the secondary
account even though she supplies the correct username, domain and
password. She continually receives this message: "Unable to open your
default e-mail folder. You do not have permission to log on."

She can, however, choose to File, Open, Other User's Folder, choose
UserB from the Global Address list and have access.

Any ideas what is going on here?

Sounds like an authentication issue with UserB's account
since UserA can open the mailbox using "File Open/Other
User's folder".

Did UserB change their password or is their account
locked out?
