Outlook 2000 Send/receive

I would like to know what's the difference between
using "Send / Receive" and "Sychronize" in Outlook 2000.

I really need to know this piece of info badly.

Send/receive sends and receives your mail items. Synchronize creates a copy
of your mailbox items on your Exchange Server on your local .ost.

Thanks! I've encounter a user who is working offline and clicks on "Send /
Receive" and a dialogue box appears saying that it's downloading emails;
downloading more emails than what I really have. When the downloading
finishes, the inbox is up to date. What's going on?
