Outlook 2000 Send Problem when replying

I have a user that is having trouble replying to messages. She types in what
she needs to say, then clicks SEND and nothing happens. The button depresses
but the window remains and no email is sent.

If she closes the email and says "Yes" to "Save as Draft?" she can reopen it
and send it on its way without any problems. Its the initial Reply send that
we can't seem to fix.

I'm leaning towards a corrupt PST file, however she is now on her 3rd PST
file, and second profile. I have reinstalled Office, and also ran updates to
get the latest service packs and hot fixes. The problem still remains.

I am having the same issue with my Outlook 2003. Also when I open my outlook
I am missing the bars at the top. I have to minimize it then maximize it to
get them back. I have done full uninstalls and reinstalls. Created new
profiles and installed every update and still have the problem.
