Outlook 2000 Permanently deletes email with attachments

Program: Outlook 2000 - running on Win XP Pro platform

Problem: The program will delete normal mail to the trash folder as is
typical. However - if the mail has an attachment - when deleted - it
automatically get permanently deleted.

Any ideas why... I have reviewed the options and see nothing in the
listing for a setting such as this.

Any help would be greatly appreciated. Thank you.
