outlook 2000 + new mail envelope in system tray

Using Outlook 2000 in corporate/workgroup mode on my network. Recently one
of my users new mail envelope that pops up in the system tray when new
messages are sent has stopped appearing. I know that this can now be
controlled in the Tools - Options section for Outlook 2002 and 2003, but not
with 2000. Has anyone run into this before? How do I get it back?
