System tray icon doesn't show for long

Hello,

I'm running Exchange 2003 on a Windows 2000 server with about 50
users. All users connect with Outlook 2002 SP3 on either a 2000 or XP
machine.
Until recently when new mail arrived the system tray icon would display
the new mail envelope. The icon would stay there until the new message
has been read. The last few days I've noticed that the icon still
shows up when new mail arrives, but once I go in and start navigating
around outlook, the icon disappears, even though the message is still
unread. Unless I'm going crazy, the icon would remain in the system
tray until all messages were read. I've noticed it happening to all
my users so it leads me to think this has to do with a server setting,
but I'm not sure where. I know users can change their preference in
Outlook under Tools > Options > E-mail Options > Advanced E-mail
Options > Show an envelope icon in system tray. I have that checked
for multiple users and the icon does show up for new mail, but once
they maximize Outlook and start navigating (for example if they open a
different message) the system tray icon disappears. Am I going crazy
or is this normal behavior?

That's not the way it works. The icon will be removed as soon as you read
one message - even one that's already marked read.
