Is Outlook already running in your Task Manager (check the Processes tab)?
Have you verified the size of your PST? It could be that it's reached its
maximum size, which is 2 GB.

Try scanning your PST for errors. To do this you need to be able to see
hidden files and folders in Windows XP as well as view known file types. You
can set this in Windows Explorer.

Close Outlook. Do a file/folder search for scanpst.exe. When it's located,
double-click it and follow the instructions. It will ask you to browse to
your PST. Let it scan the PST and repair any errors it may find. Once it's
completed the task, scan the PST again. Repeat until no further errors are
found. Then open Outlook again to see if this rectifies the problem.

Note that your PST is becoming large. You may want to create another one
since the file can start experiencing issues around 1.6 GB or so.
