outlook 2000/ email cannot send jpg attachment

When I send an email with a jpg attachment the recipient receives four emails
with 1of4,2of4, etc. All four emails have all kinds of letters and numbers
jumbled up in the email but no photo. The size of the attachament is 450kb.
If I send a word or excel doc it goes through. Office 2000 with sevice pack 3
updated.
 
Uncheck the option to "Break apart messages larger than" here: Tools menu >
Accounts > Highlight your mail account > Click Properties > Advanced tab
