Xp/Outlook 2003 Message Download Restarts at End of Attachment D/L

As per the above, the machine is running Windows XP and Office 2003 SBE.
At the end of an attachment download, Outlook restarts it's send and receive
process without placing the email in the Inbox. This only appears to happen
with attachments of about 1Mb or larger, certainly a 450kb attachment
downloads fine.
I have run Scanpst, created a new PST file, created a new email account,
downloaded all the available updates and done a Detect and Repair with no
apparent result. The PST file is about 350Mb.
There is no change whether there are 20 emails on the server or just one.

1. Increase your send/receive interval to no less than 10 minutes, 15 if
you use multiple accounts.

2. Disable any AV or firewall integration with Outlook. It is useless and
causes many problems, the one you are experiencing among them.
