outlook 03 schedule displays no information

When ever I bring up somebody's schedule in outlook 03 I get "No
Information". I have refreshed the free/busy and ran ran command lines:

outlook.exe /resetfolders
outlook.exe /cleanfreebusy

I even went to some of the users machines and refreshed their outlooks but
to no avail. In outlook 07 we can fix the problem easily but not in 03. Any
ideas?

Yes, everybody is publishing free/busy. We are using exchange 2007, service
pack 1, roll up 5.
