Outgoing Mail in Microsoft Mail Does Not Send/Able to Recieve Mail

I am getting this message when I try to send e-mail out:

The connection to the server has failed. Subject 'Read: ', Account:
'mail.absbattery.com', Server: 'mail.absbattery.com', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Cox is my internet provider.

Any ideas how to fix?

Please advise.

Contact Cox and get the information for their SMTP server. It should be
that the mail server you are trying to connect to does not allow
off-network connections.
 
Absbattery.com is not your ISP. As such, your home ISP will block
your use of any port 25 SMTP server other than their own.
For an explanation of this policy, see

To send from home, you will have to substitute your home ISP's
SMTP server. If you need help with that, let us know who your
home ISP is.

Not surprising that you're having problems. Cox is almost certainly
preventing you from accessing the absbattery mail server on Port 25; this is
absolutely standard and normal practice to prevent spam relays.

Contact the people who run the absbattery site, and get the correct server
names and port numbers from them. You may find that you can use your
Cox-provided SMTP server to send mail in the meantime.
