Outgoing emails aren't being received

I work for a school district. I receive emails fine. But, my outgoing
emails are only received by people within the district. My emails ARE NOT
being received by anyone outside the district. Nor, do I get a 'failure'
message. Help

Talk to the people who run your mail server and see why messages that they
accept aren't being sent onwards properly. They may be stuck in a queue
somewhere, or perhaps they are doing something else, but if they are taking
the message from you, they are the ones responsible for delivering it.
