Outbox messages unable to be sent

Outbox messages cannot be sent ; Inbox okay. test settings on Outlook okay.
Is it my ISP playing games with me? SMTP settings okay?

Need to use Oulook 2003. Was told by my isp that Outlookk 2003 obselte and
to try Mizolla Thunderbird, which couldn't even recognise my new Email
account address!

There must be someone who can answer me this question with an effective
result across Planet Earth.
