Hi George,
OOF works for internal by default because that the stuff states sometimes
may be confidential information to external.
We have two workaround to enable external OOF.
1. Create a server auto-reply rule.

2. Enable external OOF on Exchange server.
262352 XCON: How to Enable Out-of-Office Replies to the Internet

Note: after adjusted this setting on Exchange server, external OOF will be
enabled on all local users.
