Out of Office to go to a specific Recipient

I am not sure if you can set a rule to send "out of office" replies to
everyone except from one specific recipient. The specific recipient will be
from an external address.
 
You can set an exception on the rule. "Except if from user or group" and
specify there.
If you are using Exchange, then OOO to the internet may or may not be
disabled - that is a setting your Exchange Admin would handle.

By default, Exchange is configured to not send OOA messages to external
addresses. SPeak with your Exchange admins.
