Oulook 2003 prf for auto mailbox configuration

I have created a prf file using the office 2003 resource kit customisation
wizard.
I exported the prf and edited the registry to point outlook 2003 at the prf
file:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Setup]
"First-Run"=-
"ImportPRF"="\\\\ccoadc01\\Netlogon\\CCCOL2K3.PRF"

One of the options that I selected was outlook address book. Although is has
created an entry within the PRf file it appears to be empty.
When outlook runs it configures the mailbox but does NOT create the outlook
address book.
Any help would be appreciated.
