Other Program Windows Keep Opening

I don't know how to remedy this problem.

One of the computers in our office tends to open other program windows
at random. Do you know what might cause this to happen.

It seems to have an eradic cursor.

Tools Option General Delete anythign in the box labeled Alternative startup
directory
