[OT] [sort of] how to start a newsgroup not Google

How do you start a news group like the one I'm posting on? I mean not
exactly like this one, it could be on any topic. I don't want it to be a
Google Group either because from what I understand you can't use a
newsreader with Google Groups.

Do ISP's offer this service to open a newsgroup or you have use other
services out there?

Visit alt.config and read the posts there. Technically, your ISP can
create internal newsgroups that are not seen by anyone outside of
their ISP. 99% of ISPs wouldn't bother though.

This is going to sound like a smartass answer, but it's really true.
If you have to ask how to start a usenet newsgroup, you really
shouldn't attempt it. Having said that, here's one place to start
researching. You need to do a lot of homework before you even THINK
of submitting a proposal.

Also note that everything mentioned on that (or almost any other)
website about the "Big 8" groups is out-of-date - the procedure for
creating those groups is currently being changed. As a side-effect, you
can't get a Big 8 newsgroup creatd right now. (You can still get an alt
group, though...)
