Options greyed out

When I try to access Tools...internet options from IE, I
receive no dialogue box.

Accessing the Internet Options from the control panel,
everything works except for the home page section, which is
greyed out. I was able to reset my home page to blank in
the registry, but I would like to reenable my dialogue box,
if anyone would like to assist me and point me to the
appropriate registry or policy settings.

Currently using WinXP Professional.

Have you used any Spybot options to protect these areas?

Another possibility: Do you happen to have -nohome at the end of your
IE shortcut target line? I encountered this as a way of speeding up my
internet connection. Don't know if that aspect worked, but it caused
Internet Options line in IE to become totally unresponsive even though
the box appeared in control panel.
