Optimizer.exe and associated folders

I have found this .exe file and associated folder on my
system and know when it installs (or trys to). My
question is, HOW do I disable this type of web page from
automatically downloading this type of thing?

You can see the traffic pick up on a page and this is
making a new folder off Program Files and placing
this .EXE inside.. Certainly if given time, it would
write reg. entries and execute.

Are there settings to disable this?
