operation fails when opening outlook

I get the error message "the operation failed" when opening outlook. Then it
goes away. I have never been able to use my Outlook, only Outlook Express.
PLease help.

Did you create a mail profile and define your accounts in Outlook?

Try starting Outlook in its safe mode ("outlook.exe /safe"). That
will not load any plug-ins that you installed in Outlook. When
Outlook loads, it also has to load all the installed plug-ins for it
(and when Outlook exits it first has to unload all those plug-ins).
If a plug-in is screwing up then it also screws up the load/exit of
Outlook.

Open what file? Create your mail profile in Control Panel's Mail applet.
