Operation Failed

I have Outlook 2003 SP2.

When I start Outlook - no problem
Close Outlook and call it again - error box 'The operation failed.'.
Call Outlook - no problem.
Close Outlook and call it again - error box 'The operation failed.'.
Call Outlook - no problem.

etc, etc.

This is fully repeatable and has been going on for weeks.

Thoughts, please?

How long are you waiting between closing & opening again?
When you close Outlook, do you still see outlook.exe running in task
manager/processes? If so, something is keeping it open -
antivirus/spam/fax/handheld software, for example.
