Operating sytem corruption

Because of an improper shut down i started having problems in MS Outlook.
When using a hyperlink in an email i started getting an error message :
hlink.dll is incompatible, reinstall MS Outlook. I did some repairs and
tried what I thot was a reinstall of Outlook to no avail. I decided to do
a restore to an earlier time, but found my "restore" won't work. Is there
any recource besides trying a "repair," with my XP install, of my operating
system. It's been a while since I have done this. I believe to do an
automatic "Repair" I don't use the first "repair" option in the menu which
takes me to the repair console. I believe I start in the "reinstall" option
but before it goes into intstall it gives me the option to "repair." Am I
thinking right or are their other options. Since Retore won't work it seems
there isn't.
 
Yes, after you choose to run setup, and you get the EULA approval, the "Repair is detected, and offered.
