Opening XLS file from Explorer or Shortcut

On one of our company's PC, attempting to open an Excel file from Windows
Explorer or from a shortcut doesn't work; it only works from the File-Open
menu in Excel. Is there a setting in Excel that is preventing this? We are
using Excel 2002.
 
Sometimes one of these works:

Tools|Options|General|Ignore other applications (uncheck it)

--- or ---

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.
