Opening RTF in Outlook 2002 SP2

Hoping someone will help.

Suddenly, a user cannot open RTF's. Will get a
message "Can't create file: filename.rtf. Righ-click the
folder you want to create the file in, and then click
Properties on the shortcut menu to check your permissions
for the folder.

User is part of the local Administrator's group. User's
security level was reset to default. Hoping someone will
answer

I've heard of this happening before when the Internet Temporary Files cache
is full. Try emptying it.
