This is waaaaay too vague to offer much in the way of assistance.

Remember, we're not looking over your shoulder as you do whatever it is
you're doing, and "having trouble opening" covers a lot of ground. You'll
have to give us the specifics -- a URL if it's not a private intranet,
version of PPT, *exactly* step-by-step how you're trying to download or open
the file, etc.

I would suggest trying to save the PowerPoint, rather than open it over the
web. Is that possible for you?
