Opening & Closing ports

I've searched but I just cannot seem to find how I can ensure which ports are opened or closed.
More importantly there are a few ports I need to verify are open.

Does anyone know how to verify and change port settings?

If this is about XP's builtin firewall, then:

All outgoing ports are open
All incoming ports are closed except those listed and selected in ICF
settings page.

This will show the Active Connections.
Start | Run | Type: cmd | OK
netstat -an | Hit Enter
