When Access 2003 was written, the programmers did not know the format of 2007
databases; therefore they did not include 2007 compatibility in their design.
You will need to get the sender to save the database in 2003 format, or get
someone who has 2007 to do so for you. Some new features (e.g. the ribbon)
will not be available, and if it's an .accdb file it must be converted to a
..mdb.

I ran that and it downloaded the run program but I can' figure out how to
open the file. When I click on the file it asks me to find a program to open
it with. Very confusing.

It is runtime - just run DB instead program and it will load runtime
and load DB. That in case if file association of your Windows system
are OK, that is, when you double click ACCDB Windows know it is
associated with your (newly installed) runtime of Access 2007, and it
will run it with parameter of database name. If it does not work as
intended (when you double click ACCDB it ask for parameter), then
there is something wrong with file type ACCDB association.
