Opening a NEW window

When I click on a "link" or open any new windows, the window always appears
as a small square forcing me to either maximize or restore it. It's driving
me nuts. How do I open a new window so that it is immediately MAXIMIZED,
that is, covers my entire window?

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.

Maybe some spyware is opeing small windows offscreen
