opening a file in Excel starts application but dose not open file

What has changed? When opening an Excel file from a short cut on the desk top
or from the tree. The application starts but the file is unopened, you can
then go to "file" and Open the file with no problem. Which setting has
changed?
 
Tools -> Options -> General -> uncheck Ignore other applications.
